Agricultural and rural modernization concerns the overall situation and quality of Chinese path to modernization. During the 14th Five Year Plan period, the comprehensive agricultural production capacity has reached a new level, the achievements of poverty alleviation have been consolidated and expanded, the living standards of farmers have significantly improved, and significant progress has been made in the comprehensive revitalization of rural areas. The period of the 15th Five Year Plan is a crucial period for consolidating the foundation and making comprehensive efforts to achieve socialist modernization. We need to accelerate the filling of prominent shortcomings in agriculture and rural areas, and accelerate the construction of an agricultural powerhouse. 2026 is the starting year of the 15th Five Year Plan, and it is crucial to do a good job in the work related to agriculture, rural areas, and farmers. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, conscientiously implement the deployment of the Fourth Plenary Session, fully implement General Secretary Xi Jinping's important discourse and instructions on the work of agriculture, rural areas, and farmers, make solving the problems of agriculture, rural areas, and farmers the top priority of the entire Party's work, adhere to and strengthen the Party's comprehensive leadership over the work of agriculture, rural areas, and farmers, fully and accurately implement the new development concept, adhere to the general tone of seeking progress while maintaining stability, prioritize the development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, anchor the modernization of agriculture and rural areas, take promoting the comprehensive revitalization of rural areas as the overall lever, take learning and applying the experience of the "Ten Million Project" as the The effectiveness of agricultural policies, safeguarding the bottom line of national food security, We will continue to consolidate and expand the achievements of poverty alleviation, improve the level of rural industry development, rural construction, and rural governance, and strive to build agriculture into a modern industry, so that rural areas can basically have modern living conditions, so that farmers can live a better life, and provide basic support for promoting Chinese path to modernization.
1、 Enhance the comprehensive production capacity and quality efficiency of agriculture
（1） Stable development of grain and oil production. The grain output remains stable at around 1.4 trillion catties. Adhere to the joint efforts of production capacity, production ecology, and increasing production and income, strengthen the implementation of a new round of action to improve grain production capacity by billions of catties, promote the integration and efficiency improvement of good fields, good seeds, and methods, and promote the large-scale increase in yield of grain and oil crops. Optimize the agricultural production structure and regional layout according to local conditions, promote the cultivation and quality improvement of grain varieties, implement projects to improve the quality and efficiency of grain circulation, and promote marketability, high quality and high price. Consolidate and enhance soybean production capacity, and do a good job in linking production and sales. Expand the production space of rapeseed, peanuts, oil tea and other crops, and diversify the supply of oilseeds. Promote the stable development of industries such as cotton, sugar, and natural rubber. Deepen the promotion of food conservation and anti food waste actions.
（2） Promote the improvement of quality and efficiency of the "vegetable basket" industry. Adhere to the dual development of agriculture, forestry, animal husbandry, and fishery, and promote the construction of a diversified food supply system. Strengthen comprehensive regulation of pig production capacity, consolidate the relief achievements of the beef and dairy industry, promote supply-demand balance and healthy development. Take multiple measures to promote the consumption of dairy products. Support the development of forage production such as silage corn and alfalfa, and promote the transformation and upgrading of grassland animal husbandry. Support the renovation and transformation of facility agriculture, stabilize the development of vegetable production, promote deep-sea aquaculture and modern offshore fishing, actively develop forest food and bio agriculture. Strictly implement the food safety responsibility system, strengthen multi departmental collaboration and full chain supervision, and rigorously investigate and punish illegal additives and excessive residues of agricultural and veterinary drugs.
（3） Strengthen the protection and quality improvement of arable land. Strictly abide by the red line of arable land, coordinate the optimization of agricultural land layout, strictly manage the balance between arable land occupation and compensation, standardize the quality acceptance of supplementary arable land, and formulate special plans for arable land protection. Resolutely crack down on all kinds of illegal activities that damage arable land, solidly promote the rectification of rural illegal occupation of arable land for building houses, and strictly prevent the resurgence of problems such as "greenhouse houses". Focusing on protecting the cultivation layer and grain production capacity, optimizing the rules of farmland investigation, improving the management system of facility agricultural land, and steadily and orderly carrying out the rectification of "non grain" farmland and the restoration and utilization of abandoned land. We will promote high-quality construction of high standard farmland through zoning and classification, improve the mechanisms for project approval, construction, acceptance, and management, strengthen fund supervision, and increase efforts in soil improvement and land fertility enhancement. Promote the modernization construction and transformation of large and medium-sized irrigation areas, strengthen the connection between high standard farmland canal systems and irrigation area backbone projects. Establish a sound mechanism for managing the inflow and outflow of permanent basic farmland. Implement a new round of black soil protection projects, solidly promote the comprehensive utilization of saline alkali land and the treatment of acidified farmland. Under the premise of ensuring that the task of protecting arable land within the province is not reduced, stable and orderly withdrawal of unstable arable land that affects flood safety in river and lake areas should be carried out.
（4） Enhance the efficiency of agricultural technological innovation. Coordinate the construction of science and technology innovation platform bases, strengthen the research and development of key core technologies in agriculture and the efficient transformation and application of scientific and technological achievements, and cultivate and strengthen leading scientific and technological enterprises in the agricultural field. Deepen the implementation of the seed industry revitalization action, accelerate the selection and promotion of breakthrough varieties, and promote the industrialization of biological breeding. Accelerate the research and application of high-end intelligent agricultural machinery and equipment suitable for hilly and mountainous areas, and strengthen the promotion of research and development of forestry and grass machinery and equipment. Develop agricultural new quality productivity according to local conditions, promote the combination of artificial intelligence and agricultural development, expand application scenarios such as drones, the Internet of Things, and robots, and accelerate key technological innovation in agricultural biomanufacturing. Deepen the reform of agricultural research institutes. Promote the reform and construction of the grassroots agricultural technology promotion system, and facilitate the entry of agricultural scientific and technological achievements into villages and households. Deepen the reform of education and teaching in agricultural universities, accelerate the construction of new agricultural disciplines guided by demand, and promote targeted training of agricultural professionals.
（5） Strengthen the construction of agricultural disaster prevention and reduction system. Carry out a census and zoning of agricultural climate resources, strengthen monitoring, forecasting, and early warning of meteorological, hydrological, and geological disasters, and enhance the ability to cope with extreme weather conditions. Promote the construction of control hubs, embankments, and flood storage and retention areas for major rivers, strengthen the reinforcement of dangerous reservoirs and large and medium-sized dangerous water gates, enhance the repair and treatment of farmland ditches, small and medium-sized rivers, and plain flood areas, improve the risk control and flood control capabilities of mountain flood gullies, and do a good job in the restoration and reconstruction of disaster damaged facilities. Strengthen the construction of flood control and drainage systems in northern regions, and moderately improve the standards of engineering construction. Strengthen the construction of drought resistant emergency water source projects and farmland drainage facilities, improve the allocation of disaster relief equipment and emergency response mechanisms. Strengthen the unified prevention and control of pests and diseases, and promote joint prevention and control of major animal diseases. Promote the construction of farmland protective forests and strengthen forest and grassland fire prevention and control work.
（6） Promote the coordination between agricultural product trade and production. Promote the diversification of agricultural product imports. Cultivate agricultural enterprises with international competitiveness. Support the expansion of the export of advantageous and characteristic agricultural products. Strictly crack down on smuggling of agricultural products in accordance with the law. Actively participate in international food and agriculture governance.
2、 Implement normalized and precise assistance
（7） Establish a sound system of normalized assistance policies. Implement the responsibility of normalized assistance, steadily improve the level of "three guarantees" and drinking water safety guarantee, and firmly guard against the bottom line of large-scale poverty relapse. Incorporate normalized assistance into the overall implementation of the rural revitalization strategy, and maintain overall stability in policies such as fiscal investment, financial support, and resource allocation. Strengthen development oriented assistance, enhance endogenous motivation, leverage the role of social assistance as a backup guarantee, and promote the coordinated integration of assistance policies. Maintain the stability of the scale of the central government's normalized assistance funds and the scale of investment funds at the provincial and municipal levels. County level funds can be reasonably arranged according to the assistance tasks.
（8） Improve the accuracy and timeliness of monitoring and assistance. Reasonably determine the criteria for identifying objects that prevent poverty from returning to poverty, and standardize the mechanism for adjusting standards. Solidly carry out regular monitoring at both the rural and village levels, improve precise identification and rapid response mechanisms, and ensure early detection, early intervention, and early assistance. Coordinate the monitoring and identification of poverty-stricken individuals and rural social assistance recipients to prevent them from returning to poverty, standardize income and expenditure accounting, and strengthen data sharing. We will provide targeted assistance and dynamic adjustments to prevent poverty from returning to the target population. Comprehensively evaluate the economic status and self-development ability of households that were originally registered as poverty-stricken, and orderly withdraw from assistance if they meet the conditions for withdrawal. Continue to implement assistance for those who may face the risk of returning to poverty if they leave the assistance policy.
（9） Enhance the effectiveness of industrial and employment assistance. Optimize industrial assistance methods, classify and promote the consolidation, upgrading, revitalization, and adjustment of existing industries, and develop assistance industries with market competitiveness. The proportion of the central government's normalized assistance funds used for industrial development remains basically stable at the provincial level, and differentiated requirements can be implemented at the county level. Improve the policy of rewarding and subsidizing households with industrial assistance, and support the prevention of returning to poverty and increasing the income of impoverished individuals. Consolidate the responsibility for normalized supervision of assets in assistance projects, classify them into state-owned assets or rural collective assets supervision systems, and strengthen the revitalization and utilization of inefficient idle assets. Strengthen employment assistance, do a good job in organized labor export, and make good use of employment channels such as employment assistance workshops and rural public welfare positions. Continue to provide good support for relocation.
（10） Layered and classified assistance for underdeveloped areas. Identify key counties for rural revitalization at the national and provincial levels, improve support policies and incentive mechanisms, and establish a sound statistical monitoring system for development status. Promote regional and cross regional major infrastructure construction. Deepen the "group based" assistance for medical and educational cadres and talents, as well as the selection of science and technology special missions. Expand the scope of cooperation between the East and the West, adjust and optimize the pairing relationship of designated assistance from central units, and improve the assessment and evaluation methods. Carry out normalized village assistance and optimize the management mechanism for selecting and appointing the first secretary and work team stationed in the village.
3、 Actively promote stable income increase for farmers
（11） Protect and mobilize farmers' enthusiasm for farming and grain cultivation. Strengthen policy support and coordination in areas such as pricing, subsidies, and insurance, and improve the mechanism for ensuring the income of grain farmers. Strengthen monitoring, early warning, and information dissemination in the agricultural product market, coordinate market-oriented procurement and policy based storage, and promote the prices of important agricultural products such as grain to remain at a reasonable level. Reasonably determine the minimum purchase price for rice and wheat, and improve the target price policy for cotton. Stable implementation of subsidies for farmland fertility protection, subsidies for corn and soybean producers, and subsidies for rice. Implement the subsidy policy for the purchase and application of agricultural machinery, promote the optimization of machinery and subsidies, and strengthen the normalized supervision of the entire chain. Strengthen insurance coverage for rice, wheat, corn, and soybeans, support the development of local specialty agricultural product insurance, and improve insurance claims efficiency. Strengthen the construction of agricultural futures markets. Encourage local governments to carry out special loan interest subsidy pilot programs for grain and oil cultivation. Guide agricultural enterprises to coordinate the layout of processing capacity in major grain producing areas. Implement the inter provincial horizontal compensation policy for grain production and sales areas, support the main grain producing areas to supplement financial resources and develop the grain industry.
（12） Cultivate and strengthen the industries that enrich the people in the county. Coordinate the development of science and technology agriculture, green agriculture, quality agriculture, and brand agriculture, develop multiple functions of agriculture, and promote the deep integration of rural primary, secondary, and tertiary industries. Support the development of green and efficient farming, promote deep processing of agricultural products, cultivate high-quality agricultural brands, and promote the development of the entire industry chain. Implement the high-quality development project of rural e-commerce, promote the empowerment of e-commerce platforms, and strengthen the construction of facilities such as pre cooling, warehousing and preservation, sorting and processing in production areas. Standardize live streaming sales of agricultural products. Deepen the integration of agriculture, culture, and tourism, promote the upgrading of rural tourism, and develop "small yet beautiful" cultural and tourism formats. Actively develop the forestry and grassland industry, cultivate and strengthen agroforestry, forest health and other business models. Optimize the regional layout of the cocoon silk industry. Develop distinctive county-level economies, cultivate characteristic industrial clusters of small and medium-sized enterprises, and promote the integrated development of promoting industry, strengthening counties, and enriching the people. Expand channels and ways for farmers to participate in industrial development, improve the mechanism for fair sharing of industrial development benefits, and guide new agricultural management entities to drive farmers' income growth and prosperity. Strengthen the overall planning and scientific demonstration of industrial projects, and avoid rushing forward and experiencing ups and downs. Improve the statistical evaluation system for provincial agriculture and related industries.
（13） Promote stable employment for migrant workers. Implement policies to support the stable employment of migrant workers and support key industry enterprises in reducing their workload and expanding their workforce. Implement large-scale vocational skills training to promote precise matching between training programs and job requirements. Coordinate the provision of services for migrant workers and support for employment and entrepreneurship in their hometowns, and strengthen care and assistance for older migrant workers. Strengthen the guarantee of wage payment for migrant workers and increase efforts to rectify wage arrears. Promote the cultivation project of rural craftsmen. Expand the coverage, construction areas, and scale of labor remuneration distribution of work for relief projects, and encourage the use of flexible contracting methods for rural grassroots to independently implement projects. Promote flexible employment personnel to participate in the basic pension insurance for urban workers, and expand the pilot program for occupational injury protection for new forms of employment.
（14） Take multiple measures to expand rural consumption. Support the expansion and upgrading of rural consumption, improve consumption facilities and service levels, and cultivate new consumption formats, models, and scenarios such as harvest markets, intangible cultural heritage workshops, and leisure camping. Support the construction and upgrading of rural circulation infrastructure in counties and villages, and promote cost reduction and efficiency improvement in commercial circulation in rural and remote areas. Support the deployment of new energy vehicles, smart home appliances, and green building materials to rural areas, and improve the recycling system for rural waste household appliances, furniture, and other renewable resources. Strictly crack down on the production and sale of counterfeit and inferior goods in rural areas in accordance with the law.
4、 Adapt measures to local conditions and promote the construction of livable, business friendly, and beautiful rural areas
（15） Coordinate and optimize the spatial layout of rural land. Adapting to the trend of population change, based on the positioning of main functions, combined with natural disaster prevention, we will coordinate and optimize the layout of villages and towns, improve the quality and effectiveness of village planning, and reasonably determine the construction focus and priority order. We will improve the implementation mechanism of rural construction according to local conditions, promote rural revitalization in an orderly and segmented manner, gradually improve the completeness of rural infrastructure, the convenience of public services, and the comfort of living environment, accelerate the filling of the shortcomings of modern living conditions in rural areas, and create high-quality living spaces in rural areas. We will work together to promote the governance of county-level land and space, steadily carry out comprehensive land consolidation throughout the region, improve the level of land conservation and intensive use, and classify and guarantee rural development land, while ensuring that the quantity of arable land does not decrease, the quality improves, and the ecology improves. Support the construction of towns and villages in border areas.
（16） Strengthen the construction and management of rural infrastructure. Support the construction of small-scale water diversion projects, classify and improve the level of rural water supply security, and in areas where conditions permit, promote county-level unified management and specialized management of rural water supply. Enhance the power supply guarantee and comprehensive carrying capacity of rural power grids, and expand the coverage of rural charging facilities. Promote the renovation of old rural roads, the widening of narrow roads, and the upgrading of secondary roads, and strengthen the construction of safety protection facilities. Support the joint construction and sharing of rural postal and logistics facilities, promote the integrated development of rural passenger, freight, and postal services, promote joint distribution, and deepen the entry of express delivery into villages. Establish a sound mechanism to ensure the stable operation of rural passenger transportation. Continuously implement the renovation of dilapidated rural houses and promote the construction of modern livable rural houses. Implement high-quality development actions for digital rural areas and improve the network coverage level in rural and remote areas. Strengthen the infrastructure construction in forest areas, reclamation areas, and pastoral areas. Promote the integrated planning, construction, and management of county-level infrastructure, and improve the long-term mechanism for rural infrastructure management and maintenance.
（17） Strengthen the overall planning of basic public service supply in counties. We will prudently optimize the layout of rural primary and secondary schools and kindergartens, retain and manage necessary small-scale rural schools and kindergartens, and implement the county-level revitalization action plan for ordinary high schools. Promote the construction of urban and rural school communities, strengthen the coordinated allocation of county-level teacher teams, and promote online sharing of high-quality classrooms between urban and rural schools. Comprehensive measures will be taken to increase the efforts to control dropouts and ensure education in rural areas. Implement the Strong Foundation Project for Medical and Health Care, promote the upgrading of county-level hospitals and key central township health centers, and strengthen the operational guarantee of county-level and grassroots medical institutions. Support closely knit county-level medical communities to enhance their comprehensive service capabilities, and reasonably expand the scope of drug procurement, equipment, and use in grassroots medical and health institutions. Consolidate and expand the achievements of rural residents' medical insurance participation, improve the incentive and restraint mechanism for continuous participation, and steadily increase the proportion of medical insurance funds used in county and rural medical and health institutions. Implement the special plan for rural doctors among college students. Based on home-based elderly care, encourage places with conditions to develop elderly care services such as meal assistance, day care, rehabilitation nursing, etc. Develop inclusive childcare services in counties and townships. Improve the mechanism for determining and dynamically adjusting rural subsistence allowances standards, optimize the assistance and support system for extremely impoverished individuals, and enhance the timeliness and accessibility of temporary assistance. We will strengthen visits and care for elderly people living alone in rural areas, left behind children, disadvantaged children, people with disabilities, and individuals with mental disorders through methods such as cadre alliances, volunteer services, and the development of rural public welfare positions, and promptly help solve practical difficulties.
（18） Integrated promotion of rural ecological protection and restoration. Continuously improve the living environment in rural areas, solve problems such as toilet renovation and garbage enclosure in rural areas with the spirit of nailing nails, improve the socialized management and maintenance service system of rural toilets, enhance the appearance of villages, and build beautiful countryside. Select rural domestic sewage treatment models according to local conditions, optimize and adjust inefficient and ineffective sewage treatment facilities, and accelerate the elimination of black and odorous water bodies in rural areas. Promote the reduction of rural household waste at the source and improve the normal operation guarantee mechanism for collection, transportation, and disposal. Promote green production and water-saving irrigation technologies, and develop ecological low-carbon agriculture. Promote the prevention and control of agricultural and rural pollution, strengthen the systematic governance of areas with prominent agricultural non-point source pollution, promote the tracing and remediation of soil heavy metal pollution, and ensure the safe utilization of polluted farmland. Strengthen the comprehensive governance of livestock and poultry manure and marine aquaculture ecological environment problems. Enhance the comprehensive utilization capacity of straw. Strengthen the governance and ecological protection of important river, lake, and reservoir systems, and promote comprehensive management of soil erosion in key watersheds and regions. Resolutely implement a ten-year fishing ban on the Yangtze River. Strengthen the quarantine of imported animals and plants and the prevention and control of invasive alien species. Comprehensively promote the construction of the "Three North" project, promote the implementation of projects such as replacing relief with work, and consolidate and expand the achievements of sand prevention and control. Improve the fourth round of grassland ecological protection subsidy and reward policies.
（19） Deepen the implementation of the civilized rural culture construction project. Strengthen ideological and political work in rural areas, promote and practice socialist core values, and widely carry out mass propaganda and education activities. Coordinate and promote the cultivation, practice, and creation of civilization, and promote the formation of a positive and virtuous rural moral atmosphere. Promote the concept of 'art endows beautiful countryside' and enrich the supply of rural cultural products and services. Promote the systematic protection of rural cultural heritage, strengthen the investigation and protection of rural cultural relics, traditional villages, and intangible cultural heritage, and establish a protection implementation mechanism with villagers as the main body. Continuously promote the transformation of rural customs and traditions, give full play to the leading role of Party members and cadres, and the guiding role of village regulations and folk agreements, and promote comprehensive governance of prominent problems through a combination of dredging and blocking, addressing both symptoms and root causes. Continuously rectify high dowries in rural areas and strengthen inter provincial linkage governance in adjacent areas. Guide the establishment of correct views on marriage, childbirth, and family, and cultivate a simple and civilized culture of marriage customs. Establish a sound rural funeral public service system, promote the construction and standardized management of rural public welfare cemeteries.
（20） Building safe and rule of law villages. Adhere to and develop the "Fengqiao Experience" of the new era, and promote the resolution of conflicts and disputes at the grassroots level. Strengthen the overall prevention and control of rural social security, carry out regular crackdowns and elimination of organized crime, and resolutely curb the proliferation of "village bullies" and family and clan organized crime forces. Improve the management system for ancestral hall activities. Deeply crack down on various illegal and criminal activities such as rural pornography, gambling, drug abuse, infringement of women's and children's rights and the personal rights of disabled persons, telecommunications and network fraud, and illegal financial activities. Strengthen the prevention and control of juvenile delinquency. Strengthen the management of religious affairs in rural areas. Establish a sound legal and regulatory system for agriculture and rural areas, and strengthen the promotion and education of rural rule of law. Thoroughly implement the Rural Revitalization Promotion Law. Coordinate the investigation and management of rural disaster risks and hidden dangers, prevent and resolve safety risks in key areas such as road traffic, limited space, gas, fire protection, and housing, and strengthen the construction of safety protection and emergency rescue capabilities related to drowning and other risks. Carry out a special rectification of the safety production of marine fishing vessels.
5、 Strengthening institutional and mechanism innovation
（21） Accelerate the improvement of modern agricultural management system. Fully carry out the pilot program of extending the second round of land contracting for another 30 years after its expiration throughout the province, properly resolve conflicts and disputes in contract extension, and ensure that the vast majority of farmers' original contracted land remains stable and smoothly extended. Standardize the transfer of contracted land management rights and strengthen the monitoring and early warning of long-term and large-scale land transfer risks. Enhance the production and operation capabilities of family farms, improve the quality of development of farmer cooperatives, leverage the role of modern agricultural comprehensive service centers, improve convenient and efficient agricultural socialized service systems, develop moderate scale agricultural operations, and promote the organic connection between small-scale farmers and modern agricultural development. Deepen the reform of rural collective property rights system, support the development of new rural collective economy, and strictly control the increase of village level debt. Promote comprehensive reform of supply and marketing cooperatives, accelerate the streamlining of social enterprise relationships, and strengthen the function of serving agriculture. Establish a sound regulatory system for state-owned assets and resources in agricultural reclamation.
（22） Standardize and orderly carry out the revitalization and utilization of various rural resources. Orderly promote the entry of rural collective commercial construction land into the market, support the priority use of land entering the market for the development of collective economy and rural industries, and strictly prohibit its use for the construction of commodity housing. Strengthen the approval and management of rural homesteads and farmers' housing construction, and strictly investigate and prevent illegal and irregular purchases of rural homesteads. Utilize idle land and houses in accordance with the law, and strengthen the management of lease contracts. Guide the healthy development of the rural property rights transfer and trading market. Deepen the rectification of prominent issues in the management of rural collective funds, assets, and resources, and strengthen the standardized management of village level labor employment. Continuously deepen the reform of the collective forest tenure system.
（23） Innovate the investment and financing mechanism for rural revitalization. Priority should be given to ensuring general public budget investment in agriculture and rural areas, and improving the efficiency and financial benefits of fiscal policies supporting agriculture. We will make full use of special bonds and ultra long term special treasury bond, and support the construction of qualified major projects in the agricultural and rural areas. Establish a sound mechanism for coordinated financial and fiscal support for agriculture, fully leverage policy incentives such as re lending for agriculture and small businesses, and re lending for technological innovation and transformation, and encourage financial institutions to increase their investment in agriculture and rural areas. Intensify support for extending and renewing loans to agricultural enterprises and farmers. Promote the construction of rural credit system and strengthen the collection and sharing of agricultural information. Guide and regulate social investment in agriculture and rural areas, and improve risk prevention mechanisms. Strengthen the supervision of the entire process of agricultural fund projects, and seriously investigate and deal with issues such as fraud, favoritism towards relatives and friends, "wild geese pulling feathers", and misappropriation.
（24） Promote the two-way flow of urban and rural factors.
