Guangzhou releases support measures for coffee industry

On August 7th, at the closing ceremony of the 2026 Guangzhou Coffee Culture Season, the "Several Measures to Promote High Quality Development of the Coffee Industry in Guangzhou" (hereinafter referred to as the "Measures") were released, providing systematic policy guarantees for the coffee industry chain from multiple dimensions such as industry layout, brand cultivation, and talent introduction.

The Measures consist of 10 articles, covering five major directions: trade, manufacturing, consumption, finance, and talent. On the trade side, it is proposed to optimize the customs clearance mechanism for imported green beans, improve the supporting services at Nansha Port, Huangpu Port, and Baiyun Airport ports, and build a digital coffee trading platform; On the manufacturing side, a maximum reward of 30 million yuan will be given to coffee product and equipment production enterprises for technological transformation projects; On the consumer side, encourage the establishment of coffee shops in parks, green spaces, public cultural venues, and tourist attractions to promote the development of "village cafes" and "rural cafes" On the financial side, guide financial institutions to optimize credit insurance products and support the trading of coffee beans.

The White Paper on the Development of Guangzhou Coffee Industry (2026) shows that there are over 8000 coffee shops in Guangzhou, ranking second in the country and first in South China. By 2025, the annual output value of the entire industry chain will reach 67 billion yuan, directly driving employment for over 150000 people. From May to June this year, Guangzhou added 376 coffee shops; The trading volume of coffee beans on the Guangzhou Commodity Exchange from January to May 2026 reached 12409.92 tons, which is more than 10 times that of the whole year last year.

On that day, the South China International Coffee Trading Innovation Center was unveiled, positioned as a light asset, service-oriented coffee spot trading platform. Its first year goal is to introduce more than 50 foreign suppliers and buyers, with an annual trading volume of over 10000 tons of green beans. The South China International Coffee Green Bean Distribution Center has signed and landed simultaneously. The Agricultural Bank of China Guangzhou Branch has granted nearly 400 million yuan in credit to five coffee industry chain enterprises.

This year's coffee culture season will kick off on May 1st at the Tianhe Sports Center in Guangzhou, with activities held simultaneously at various venues throughout the city. From August 7th to 9th, the closing event will be held simultaneously with the "Flower City Coffee Fragrance" pop-up market, with about 40 brands participating. Citizens can enter for free to experience activities such as coffee tasting and hand brewing courses.
