Guangzhou is building a ‘Coffee City’ and encouraging the establishment of coffee shops in parks, green spaces, tourist attractions, etc

On the afternoon of August 7th, at the closing ceremony of the 2026 Guangzhou Coffee Culture Season, the "Several Measures for Promoting High Quality Development of the Coffee Industry in Guangzhou" (hereinafter referred to as the "Several Measures") were officially released. The "Several Measures" propose to actively introduce well-known international and domestic boutique coffee shops to settle and operate, and encourage the establishment of coffee shops and coffee robots in parks, green spaces, public cultural venues, and tourist attractions.

The White Paper on the Development of Guangzhou Coffee Industry (2026) shows that there are over 8000 coffee shops in Guangzhou, ranking second in the country and first in South China in terms of quantity. By 2025, the annual output value of the entire coffee industry chain will reach 67 billion yuan, directly driving employment for over 150000 people. The "Several Measures" consist of ten articles, providing systematic policy guarantees for the coffee industry chain in Guangzhou from multiple dimensions such as industrial layout, brand cultivation, and talent introduction. This marks a new stage in which the coffee industry in Guangzhou has entered a policy guided stage from spontaneous market growth, injecting strong momentum into the construction of Guangzhou as a "coffee city".

The "Several Measures" propose to build a digital coffee trading platform that integrates bonded trading, warehousing supervision, and cross-border payment settlement. Relying on the Canton Fair and cross-border e-commerce platforms, we aim to create a coffee bean distribution and trading center. For technology renovation projects that comply with national, provincial, and municipal industrial policies and have a new equipment purchase amount of 1.5 million to 5 million yuan or more during the construction period (no more than 3 years), post project rewards will be given at a ratio of no more than 15% and 20% of the new equipment purchase amount, respectively. The reward for a single project shall not exceed 30 million yuan.

The "Several Measures" clearly state that we will actively introduce well-known international and domestic boutique coffee shops to settle and operate. Encourage the establishment of coffee shops and coffee robots in parks, green spaces, public cultural venues, and tourist attractions, and create coffee districts that incorporate excellent traditional Chinese cultural elements. Relying on ancient villages and boutique homestays to create "village cafes" and "rural cafes".

The "Several Measures" propose to implement the "Flower City Coffee Fragrance" cultivation project and continue to build event brands such as the Guangzhou Coffee Culture Season. Encourage enterprises to integrate Guangfu cultural elements such as red cotton, lychee, and landmarks into coffee bean blending, baking, special blending, and cultural and creative design, and launch city limited products. Deepen cooperation with major coffee producing regions, leading enterprises, and industry organizations at home and abroad, and introduce and host top international and domestic coffee professional competitions.

In addition, the "Several Measures" also specify the implementation of a three-day issuance system for food business licenses, and the implementation of "issuing certificates first, verifying later" for newly opened stores of coffee chain enterprises that have passed the convenience license evaluation, optimizing the approval of automatic production and sales of coffee machines, and achieving one-stop certification and multi scenario deployment.

It is reported that Guangzhou will continue to strengthen the entire coffee industry chain, improve the quality and efficiency of its characteristic industries to support the construction of an international consumption center city, and create a core hub for the South China coffee industry that connects the world and radiates to the Guangdong Hong Kong Macao Greater Bay Area. Let the coffee flavor blend more deeply into the urban texture and Lingnan fireworks.
